So i honestly dont know what he is sayin coz my Russian or whatever is bad af BUT, skills doesnt register. Hits doesnt register and this nonstop Teleporting in CC ? Explain me how thats a thing of "fairness" ? Everytime he is running and i hit him with my Combo it looks like Hitscan is buggy.

You should check this maybe o: something seems pretty off if u ask me

I think cheating is very unlikely. It's a problem with CC itself and the only reason why he seems suspicious is the way he's messing with everyone by running around in circles and not just teleporting. If you ever played elf, you would notice that often in CC while bk runs towards you around pits your single target skills just don't hit, the same as happens in your video, animation plays but no damage and you can't hit combos on the guy. CC appears to be the only place with this problem since ice arrow always brings the target to its true location no matter if synchronization shows the correct place, but here it appears to have different rules when it comes to synchronizing.

This was happen in phobos , i see only 1 thing how to catch sm is mg skil +slash and thats it with bk its really unreal if you are lucky when sm have little bit lag then you can kil .

like it's really hard to netstat -a, identify IP and port (mostly 55920) and then ping -t ip address

If that's a cheat what does do exactly? On the video I don't see anything that I haven't seen before in the game.

I've checked his IP and HWID - no suspcious activity has been recorded by anticheat. Usually if a person is cheater he gets caught by launching Cheat Engine or similar programs at least once.

My guess would be ping difference. But currently we don't monitor players ping, so can't really tell. (Probably should add this feature).

Maybe the way you stated works for checking Ping to server, i am not that advanced in this, but there is another official way. Ether way i am pretty sure the person who i was talking to, does not know any of these ways, he simply said the Ping he has at speedtest.com to his internet provider, not the game.

This likely has nothing to do with ping, cc appears to have a separate synchronization problem. Players in movement are pretty much like red dragons, except you can't target ground to hit them.  When enemy runs around pits it's quite often that single target skills straight up refuse to register. You can really notice it when playing elf and a bk is running at you,  just cast ice arrow and nothing happens, can't hit combo since 2 of those skills are single target. This video is a bad example, but I have had it happen to me dozens of times, this sm just brings sd potions and likes to toy with enemies so he runs in circles, oftentimes you spam death stab on him and he just runs past you like nothing happened

To test your ping the easyiest way go to Speedtest.net and choose server OVH Gravelines (that's where our servers are located).

SMs are divided into 2 categories:

1) Normal SM with simple teleports.

2) SM with Double Teleports which make them unable to catch. Maybe they play with ping, or just their Internet sucks, so anti cheat will not tell you anything.

 

Also, these double teleports appears only on CC, no double teleports were noticed on other events where it would be too obvious for them.
